I have a Matarelli bobbin that will cut the thread with any sort of tension applied. I have polished the outside tip as much as possible so my guess is there is a burr on the inside of the tip. Any ideas on how can I polish it out? Thanks.

A wooden toothpick and some green leather stropping compound used when sharpening a kitchen knife. You might however have a groove cut in the metal from use which would be difficult to remove
