i think there are several factors that come into play here.
When fish are comfortable and the oxygen level is good you'll find the fish spread out in wide a wide variety of water.
When the water cools you'll find them more in moderate flows when it gets extremely cold you'll find them in very slow water
When the water is extremely warm you'll find them in one of two places
1, hunkered down in deeper pools suspended over structure
2, in highly oxygenated pocket water
then on the other hand they are steelhead and steelhead are highly individual and unpredictable..
