Subject: FN0518-COMMERCIAL - Salmon: Gill Net - Area D - 2015 Fraser Sockeye Demonstration Fisheries in Area 12 - Application Information

As in 2014, the Area D Gill Net Harvest Committee is currently working with the
Department to design a limited entry fishery that is aimed to demonstrate that
the Area D gill net fishery could conduct fisheries in portions of Area 12 that
have been closed to gill net fishing since 1998. The objective of this proposal
is to design a limited entry fishery that can assess, over time, whether or not
the Area D gill net fleet can conduct fisheries in these portions of Area 12
while maintaining acceptable levels of non-targeted species impacts and
mortalities.

The 2015 demonstration fishery opportunity is being considered during regular
Fraser sockeye openings (to be announced) in the following areas:

Portions of Area 12 in Subarea 12-9 (Port Hardy Airport)

Note: Opening times and a description of finalized fishing areas will be
released in the opening Fishery Notice.

For planning purposes, the demonstration fisheries will likely occur in Area 12
between early to late August.

The demonstration fishery will be limited to between 10 and 15 vessels
operating in the demonstration fishery area and will be subject to at sea
observer coverage. The at sea observer will be stationed on a smaller vessel
and will be mobilized throughout the fishing area to observe as many sets as
possible throughout the day. The cost for observer coverage will be spread
across the fleet and will be included in the payment to the Landing Observer
Service Provider used in the Catch Monitoring Pilot occurring concurrently for
all Area D gill net fisheries directed at Fraser sockeye (A Fishery Notice will
be released with further details). Vessel masters will be required to safely
facilitate an on-board observer and to communicate set by set information.

Area D licence holders interested in participating in these potential
demonstration fisheries, should contact Barry Crow of the Area D Area Harvest
Committee for further details and to apply. Only fishermen who are seriously
considering making the commitment to fish in this demonstration fisheries
should apply. Members of the Area D Area Harvest Committee have invested
significant time and energy to develop these demonstration fishery proposals to
provide potential future benefits to the entire fleet.

Applications must clearly state the vessel name, VRN, vessel operator’s name,
vessel operator’s telephone number. 10 applicants will be chosen and 4
alternates for the demonstration fishery.

Applications will be accepted until 16:00 hours on Friday, July 3, 2015. The
draw will be held Monday, July 6, 2015 at a DFO Office. Applicant who have been
selected will be notified by Friday, July 10, 2015 and the results will be
posted by Fishery Notice.
