looking through the hook hackle catalog and say a sc2 spey blank for 7/8 wt line

do you think it would be worth building or not

cheapest spey blank i've seen around and i have been interested in getting into spey fishing

Sure it is worth getting and building into a rod. St. Croix 2-handers are good value for the money. You will be well-served by building a rod on one in order to get into 2-hand rod without putting a lot of cash out. There are people I know who have bought the older Imperial 2-handers (St. Croix changed to the SCII, a more modern graphite recently) and they still use them even after some have gotten high-end 2-handers in different line weights to compliment them.

A couple of thoughts...

Based on the locations you've listed, you would find that rod useful to learn with. It will handle steelhead and smallies, but would be overkill on trout and undergunned on salmon. I don't think that rod is well-suited to overhead casting, for what it's worth.
