Just tested out a tube skater I tied up for BC, worked wonderfully! No special rigging, just straight through and pinned to a teimco 105 egg hook riding down. That puppy was huntin with a good wake.. No takers tha day!

Down!

I believe Sinktip is right. Acts like a keel and drops the back end the fly down for Great action coming across currents and more violent when being popped.

The hook up or down I don't think is going to make much difference on hooking rate. Generally, the flies push water, the fish is pushing water...in addition once they want a skater it is generally not a polite please and thank you take. In my experience most skaters (tube or hook) get missed, but the beautiful part is that they seem to supercharge fish and the come back wet fly generally gets hammered!

Tube skaters generally work better when the tension is momentarily lost coming out of the harder currents into the softer ones. The hook skaters...even with foam...will often times go down into the film for a while. Tube skaters seem to toss a more violent wake even when tied smaller which also makes them cast real nice like.

tube skaters

Consider using the Tube riffle hitch idea. Leave about a quarter inch or maybe a bit less tube on the front and directly under that poke a hole with a hot needle to put your tippet through. It will ride like a champ. Credit at least for me goes to a friend now in Jesper Forhman of Fishmadman. Check out their website for visuals on this riffle hitch tube.
It works
