looking for a second hand intermediate quality rod 8-9 weight 13-14'
whats recommended and what can I expect to pay.
have noticed a bunch of new names appearing on eBay " Kinetic" being one
rather buy a known brand though I'm not snobby when it comes to tackle

What's your budget, or should I say target. Lots of new intermediate quality level gear out there for $300 U.S. or less. Stuff that matches "high end" gear of 7 years ago in performance. For under $400 the Snowbee 8/9 stuff enters the picture. Set your price and then ask for recommendations on used AND new gear.

As you mentioned Canadian dollars, don't forget that would be a tad over $200 USD. That said, you've still got a lot of room looking for a 'used rod,' just not one of the high end (price wise) "sticks."

That's a tough price range. Loop yellow might happen. Nice rod...

The Redingtons and Cortland CLs you see on ebay will work just fine if you upline them a line size. Please keep in mind by doing that you may be getting away from your 8/9 criteria.
