Would this rod be considered very slow--would it handle heads for instance. I have heard that they are faster than the original 9140-4.

I like mine

I use a 8/9 Windcutter and a Grandspey 8/9, and throw tips all day long. It is a slow rod, but quite nice. I do not know how to compare it to the classic 9140-4 though. I have never used one.
