First off im new to the spey fishing world. My setup is a 6/7 11ft switch rod with a echo ion 8/10 reel, rios slickshooter and their skagit max short head 450gr. What ive read so far is that your skagit head should be at least 3 rod lengths, but my head is only 20.5ft. Is this going to be easy enough to learn with or should I send the skagit head back and get a new one?

I am under the impression

These Skagits shorts were built for shorter spey/swith rods. By far not a guru

The Skagit Short should be a fine match for that rod. The 3X formula is also accounting for the length of any sinktip you have attached I believe. So a 20ft head plus a 10 foot sink tip = 30 ft. Which is close to 3X your rod length.

plus you can drop down quite a ways below that 3xs rule - just let up on the gas and use a very compact stroke. Works great!!!
