Fell in love with these featherwinged flies on my trip to PNW. Next trip will hopefully be better timed for steelhead. Anyway it was great to meet some guys from this forum too at ASFI.
But to give you a short reply the wing is just regular hackle feathers from a chinese cock neck (from the sides so they curve). The hackle is heron but you can use Blue Eared Pheasant or bleached Goose or similar "spey hackle" for the same effect.
