Consider the CND SS 1449
Jamey, my CND Steelhead Specialist at 14'4" 8/9/10 has excellent balance of power and length and will handle a wide range of line weights as well as lengths. It is not overkill on our midwest fish, but will let you fish the way you want effectively.
I use it the way you're considering with various length T-14 Skagit style tips on a cut-back WC 11/12/13 belly. With that line I've run anywhere from 6-24' tips of T-14 (the Skagit tips are 16' based with floating line to add length and mass to get to 735 gr. base weight, but the 18-24' tips are straight T-14 and go on the base).
I also fish it with shooting heads, MidSpey and XLT, and it handles the length range great.

Part of what's so good about the Steelhead Specialist is its wide line range. You can amp it with both light and heavy lines as you wish and it breathes fire with both. This lets you match the line to the size hamster you're flinging, and the rod doesn't get overloaded being the good progressive stick that it is (thank you Nobuo-san!).
I got my rod from Mike at the Red Shed, and highly recommend him, as he sent it to Michigan for me to test before buying it. Doesn't get any better than that. Guess I oughta call the Red Shed my West MI spey shop. :lildevl:
