A friend of mine, new to spey casting, is looking for ONE spey rod (75% summer/ 25% winter) and can get a new Fly Logic 1308 for under $400. I've never cast that rod, so I'm not sure what to tell him. What do you guys think?

Buy it!

No disappointments. I have the 1307 and 1409. I talked with some guys who have the 1308. The 1308 and 1409 are good all around rods. The 1409 is great with tips. In fact, I landed a king yesterday using the 1409.

I'm pretty much with Beau. When I don't know what to expect, it's the rod I bring, with both a windcutter style line, and a heavy skagit.

Like Voodoofly I have the 1307 and 1409 and enjoy them both. I don't think you will be disappointed.
