I don't know nothing about bamboos, but long bamboo spey rods are pretty common in antique shops around here. They are almost always in poor condition, with numerous sets and old repairs to the tips, missing guides, both tips several inches shorter than original, etc. They also seem way soft and fragile. I think they are mostly wall-hangers as the cost of restoring them to fishing shape can be quite high.
This one being a Hardy probably has some sort of collectible value.
A few years back I ran into an old-timer fishing for stripers at the mouth of the North river with one of these rods. He was even using a silk line and he was catching some fish!
