I use Waddington shanks and a split ring to connect the hook. This is not without it's problems, you need the right size rings so the hook swings freely.

I would suggest may/june/july for striped bass. Bring a 2-hander and you can find some estuaries to swing a fly, or some overhead casting. Really some world class fishing from CT to Cape Cod.
