I have lived in Terrace and fished the upper Copper.
The river is smaller there
I have found that the steelhead are in their spawning water and don’t fight well.
I believe the upper river and the remaining steelhead should be left alone these days.
It’s too easy for them to be caught repeatedly by waves of fishermen.

Better to try for them in the lower river while they are passing through.
They are fresher, and fight harder.
If they survive the lower river gauntlet then we should let them be.

How much pressure does the upper river get? I thought the only way to fish the upper river is by helicopter and that prices most of us out of the picture? Rob

What used to be a helicopter ride into a wilderness area is now a helicopter ride looking for a stretch of river with no rods on it.
Plenty of pressure on the upper Copper
