I just got back from there; only fished a couple of days on my way back from the OP. I was told that the winter run on the Sandy is winding down now, while the run on the Clacka should be at its peak but this year that isn't saying much.
I didn't hook up, but did see a nice steelhead jump out of the water 3 times on the far side of the Sandy from where I was fishing. I couldn't have casted that far, but if I had been on the other side....
Both rivers were low and clear, but the night before I had to leave (Wednesday night) it rained all night and might have been enough to get some fish moving.
I won't post specific spots here on the interweb, but if you want to PM me I'll tell you where I was when I saw that fish.
