Rogue and Klamath rivers steelhead fishing

I was able to secure a business meeting in S.Francisco, late August
I will have almost three weeks of holidays afterwards. I was planning to go north and fish for steelhead ( Deschutes and north Umpqua ). However I was also considering fishing the Rogue and/or the Klamath.

Particularly regarding these two last rivers, can anyone give some information about:

- do they have worthwhile steelhead runs at late August, first half of September? And what about those half-pounders?

- sections of those rivers that fish best at that time

- difficulties in access and accommodation

- general information on regulations and permits
