Assuming there is some rubber underneath the felt for the threads to grab, they should work fine. I would go with the short protrusions though (1100 I think) so you both the studs and the felt making contact with the river bottom.

I've been wearing rubber / Vibram soled boots with studs ever since the mid 1990's. I fished all year round in my life in the lower 48 and snow stuck to and built up on felts until I could hardly walk. 94 or 95 I think it was that Orvis offered a Henry's Fork boot with integrated carbide studs. They were the ticket.

Here in Alaska we do not use felt, I have been sporting Simms boots with their star cleats and they work great.

I think rubber soles like those Simms uses are just fine, you may need to get used to them. You also need to wade carefully as if the rocks may be slippery or might roll under foot
